HW Tutorial - New Rev

A new tutorial board was created for the purpose of teaching new members how to create a PCB layout, but it is now being used as a full tutorial. Here is a video of walking through the board:

Important to note: I forgot to pull the spare schmitt trigger inputs low in the video. The changes have since been made.
